Wealden District Commanders Message – October 2008

With
the onset of Autumn, we are once again in the grip of the bonfire and carnival
season. The rather wet night in Uckfield, at the beginning of September started
off this years events, followed by Crowborough on a much warmer evening a week
later. Myself and Insp Allum shared these two events, suffice to say I remained
very dry! With over 15 events in Wealden during the next 3 months, this is a
busy time of year for the police. We recognise the positive community spirit
that these events bring, and although busy, are happy to play a significant
role.
During
September the neighbourhood policing teams, together with the Safer Wealden Partnership
(SWP), have been conducting a programme of Multi Agency operations, and
engagement events. As part of the ‘Face The People’ engagement
sessions, lead officers from the Police, District Council, Police Authority,
Fire and Rescue Service and youth Cabinet, have been working with the community
to identify what local people see as their key priorities.
Preceding
the ‘Face the People’ sessions, high profile Multi Agency
operations, have been organised around the 4 largest towns in Wealden. The
operations, which brought together officers from the DVLA, Wealden District
Council, East Sussex Fire and Rescue, HM Revenue & Customs, Vehicle &
Operators Service Agency, Trading Standards and Sussex Police, were aimed at
addressing some of the priorities raised at local neighbourhood panels, and the
‘Face the People’ sessions.
I
have discussed the programme of setting up Neighbourhood Panels in previous
updates, and we only have a couple more to start before we have
one for every ward in the district. The panels are made up from local people,
who feel they want to be involved in making a difference within their
neighbourhoods. The regular issues being identified include speeding,
antisocial use of vehicles, fly tipping, abandoned and unroadworthy vehicles,
anti social behaviour, licensing issues and parking. Any resident can join in,
and help influence partnership activity against locally identified priorities.
The panels will meet on a regular basis, and to remain focused are encouraged
to only identify the top 3 priorities for their area. The meetings are
organised by Local police officers, but are not police meetings. If anyone is
interested in becoming part of their local panel, they are encouraged to
contact their neighbourhood police officer or PCSO.
The
multi agency operations were a real opportunity to work with our partners,
and achieve some action on the ground. That action was not all about
enforcement though, officers looked to offer advice over prosecution for those
it identified committing lesser offences. For example drivers who were stopped
not wearing a seat belt, were offered the option of viewing a hard hitting
series of videos about road safety, and a discussion with Fire Officers about
consequences of their action. The multi agency operation focused on the full
range of issues that communities identified as a priorities, including
licensing checks, anti social behaviour patrols, community clear ups, as well
as road safety.
We
undertook 4 ‘Face the People Sessions’, in the same 4 towns as the
multi agency operations. The sessions begun with a presentation by lead
officers from the partner agencies, who gave a briefing around
current activity. The presentations were followed by a question and answer
opportunity, for local people to directly question senior officers, about the
delivery of services within their neighbourhoods.
Following
on from the ‘Face the people’ sessions, and multi agency
operations, we are also planning a number of events under the Home Office led
‘Not in My Neighbourhood’ week running from 13th to 17th October 2008.
'Not In
My Neighbourhood week', is a national initiative, again aimed at addressing issues
that concern local people. During the week, Neighbourhood Officers will be
targeting issues such as Anti social behaviour, Crime Prevention, Speeding and
promoting activity aimed at developing Community Reassurance .
One
specific issue we will be looking at in the week, will be the
‘proxy purchasing‘ of alcohol. Proxy purchasing is where adults
purchase alcohol on behalf of under 18’s. Given the success we have had
in reducing the sale of alcohol directly to under 18’s, through the
‘test purchase’ operations, it appears proxy purchasing is the next
challenge.
Knife
crime continues to be a national concern, fortunately Wealden, has an extremely
low number of recorded incidents involving knifes, and we want to keep it that
way. Therefore together with Trading Standards we will be conducting a
‘Knife Test Purchasing operation’. Anyone caught selling knifes to
persons under age, will be dealt with robustly.
Speeding
and road safety, is regularly identified by communities’ as a high
priority in Wealden. To help target the problem, a number of successful
‘Community Speed watch schemes have been set up in the district. The
Speed Watch groups, formed from local people and supported by the Police,
monitor speed within their neighbourhoods. Anyone found to be speeding is sent
a written warning letter. These schemes are well supported, and if anyone would
like to start a watch, they are encouraged to contact their local
neighbourhood officer, through the neighbourhood panel.
The
sort of activates listed here, are carried on a regular basis across Wealden
throughout the year. The Not in ‘My Neighbourhood week’ gives us
the opportunity to really promote the activity, and raise awareness about the
huge range of people working together to keep you safe.

Forest Row – Vehicle Crime
Sometime
between 7.30pm
on Friday 26th September and 8am on Saturday 27th September a black
Ford Fiesta had four of its tyres let down whilst parked in Hartfield
Road, Forest Row. The person responsible is believed to have also let
down
other tyres in the same location.

Arson – Forest Row
Around
3am on Thursday 2nd October a Peugeot 306 was set fire to whilst
parked outside the Swan Public House in Forest Row. Due to the fire another
vehicle also parked at the same location was also damaged.
